US policy toward Venezuela is fundamentally a defensive maneuver in the superpower contest, aimed at denying Beijing and Moscow a strategic foothold in America’s backyard. Venezuela’s vast oil reserves—the world’s largest—might superficially suggest energy motives, yet the United States, now the globe’s top petroleum producer and exporter, no longer depends on Venezuelan heavy crudes.
